Biography
Milena I. Neshkova is Professor of Public Policy and Administration and Director of the Master of Arts in Global Affairs program in the Steven J. Green School of International and Public Affairs at Florida International University. Dr. Neshkova earned her Ph.D. from the School of Public and Environmental Affairs (SPEA) at Indiana University in 2008. She also holds MPA from Indiana University and MA in Journalism from Sofia University. Her research addresses important policy issues, such as citizen participation in government decision-making, the role of bureaucracy in democratic systems, managing public money, and fighting corruption. She is a recipient of competitive grants from the National Science Foundation, the Kauffman Foundation, and the European Union Center of Excellence. Her work has appeared in top peer-reviewed journals, including Public Administration Review, Journal of Public Administration Research and Theory, Governance, American Review of Public Administration, Policy Studies Journal, and Journal of European Public Policy.
Prior to coming to the U.S., Dr. Neshkova had a successful journalistic career at a leading Bulgarian newspaper. Her editorial work during Bulgaria’s transition to democracy and market economy introduced her to the practical aspects of public policy and administration and became the basis of her academic work. Dr. Neshkova has taught courses in public management, policy analysis, budgeting, financial management, research design, and statistics at doctoral, master, and undergraduate levels. Her instructional expertise has been recognized with an award for excellence in teaching.
