
Gabrielle Scarlett
Biography
Gabrielle Scarlett is a doctoral candidate in the Public Affairs program at Florida International University. Prior to beginning her studies at FIU, Gabrielle was a licensed attorney in her home country, Jamaica. She worked at the Office of Parliamentary Counsel and interned at the country’s prosecutorial office, the Office of the Director of Public Prosecutions. She completed her Master of Laws at the University of Denver’s Sturm College of Law, where she interned at the Colorado Center on Law and Policy and the Denver Probate Court.
After a year of working as a health policy analyst at the National Conference of State Legislatures, she transitioned her focus to public policy. With a deep understanding of the intersection between law, governance, and societal impact, Gabrielle is committed to driving meaningful change through strategic policy development.
Her research interests center on the intersection of public administration theories and public health, specifically the role the administrative burden framework plays in understanding healthcare accessibility and equity disparities.
